前港督彭定康：中國政府違背對港承諾

針對香港占中抗爭，前港督彭定康表示，中國政府違反了不干涉香港民主發展的承諾，認為香港政府應展開新一輪「真正」的政改諮詢，回應港人訴求。

明報報導，彭定康接受英國廣播公司（BBC）訪問時表示，香港各方應以對話代替催淚彈和胡椒噴霧，並相信中國政府不會瘋狂地用殘忍手法處理事件。

他又引述1993年《人民日報》時任港澳辦主任魯平稱，香港如何發展民主，完全是香港自治權範圍內的事，中央不會干涉，但中國政府違背了承諾。他促請港府展開新一輪真正就民主改革的諮詢。
