需長住越南胡志明市，想問和台灣通訊最省的方法?

因為工作長住約3年，中間會回來台灣，但因為台灣這裡也需天天連繫，所以，需要比較即時的通訊方式，但又希望不要花太多錢，有什麼樣的方案，可以解決通訊問題?
有問過中華電信說過漫遊太貴。在台灣網路吃到飽，在胡志明市是無法使用，line與fb頓時感覺好無用處，skpye手機若無網路可使用嗎?
台灣人可以在胡志明志辦手機上網?
或則有其他的方式，麻煩各位解惑，謝謝
