通聯紀錄查閱原理相關問題

大家都說通聯紀錄內容只有警方及司法調查機關去函才能查,
那請問各位
為何沒有撥打過的新手機在第一次撥通後會查不到通聯紀錄的內容及發話地?
既然查不到通話內容及發話地,為何又能查到通話人以扣減費用?
既然有通話時間可扣款,那發話人及發話地應該也可以查出,為何總有人說什麼(乾淨)手機無法查通聯記錄?
其原理是不是發話當時無預先記錄,但事後仍可查到發話人及發話地?
.如依這個說法,是不是第二次撥打時便可即時測出其發話地及通話內容?
